Interoperability has been defined as the ability for public safety and public services to talk and/or share data in real time on demand, when needed, and when authorized.

Question:  What is the best and most cost-effective way of achieving interoperability?

Answer:  It all depends.  In fact, one of the worst things you can do is arbitrarily choose a particular product or approach to solving your needs.  It probably won't work like you want it to.  Even if it works for your neighbor, rest assured your situation will be a little different.  The different technical approaches to interoperability can be the most mis-understood and mis-purchased technologies within public safety.  We urge you to seek some help before you buy!

This independent white paper uses a large mythical city and easy-to-read “plain English” to depict the need for interoperability and to compare different interoperability strategies.   No solution is either better or worse than another. Rather, each has its advantages and is best suited for a specific set of circumstances.   The different strategies are classified as:
